Could these be called the first NATO or Warsaw Pact forces of antiquity since they have well defined different national or ethnic forces serving under one flag?

I think of the Persian contingents as coming from the satrapies, part of the national force and if you don’t come you die.

I think of the Persian contingents as coming from the satrapies, part of the national force and if you don’t come you die. True, there was little scope for refusing to serve, but the genius of the Persian system was that the various satraps remained, for the most part, under their own leadership. That was why the Persian king was titled "King of Kings", (Shan-an-shah), for he ruled a series of kingdoms, each a specific ethnic group. The Babylonians were an exception because they revolted, and when that revolt was suppressed, Babylon became just part of Persia.
