HaT, of course, make excellent Italian medium infantry. Could these be the 1:1 Allied Legions?
Maybe....but they're not really in the poses or with weaponry that would suit a "legion".
(& yes, I have quite a few of these HaT figures).
Or, are the allied (that is, Italian) legions equipped & uniformed identically to the Romans?
I don't think anyone knows. I lean towards the second hypothesis. So, my "allied" legions are my 2 HaT ones (rated as 'average') whilst my Zvevda & (now) Newline ones will be Roman & rated as 'excellent'.
Any opinions or facts you have on the matter will be most welcome.

Based on the poses and weapons it seems like the Hat Allied set is when they opposed the Romans. Once they were defeated by the Romans they were absorbed into the Roman miilitary machine and were clothed the same and fought in the same manner. The hat website has a small explanation by Bob Murch and a DBA army by Cyril Walker

Trouble with this is, I think said Romans would be "Camillan" rather than "Polybian". My understanding is that the drubbing they received from the Epirote king prompted the reforms of the triple lines & the principes and hastati as well as the triari being spearmen rather than swordsmen & the mysterious rorarii and accensi gone.

You know more than me here. It’s been a long time since I looked at my Romans. I just looked up my WRG Duncan Head and it’s basically summarized by Bob Murch on the hat page. I think weapons and armour define the tactics and era.

Another issue is: who were the Italians who fought for Hannibal in Italy?
You'd be safe to assume not troops in Roman legionary dress & tactics (that would surely have been mentioned). So, dressed & armed as in the HaT set? I use them for that: part of Hannibal's army in Italy.
